I think he looks more like Tobby, mostly because Elijah's eyes are very unique. Dan has what almost every other 17 year old boy has...scruffy facial hair. It's not a full bread or mustache, but it is rather common for all humans of the male gender at that age. Geesh....only pre-puberty boys have no facial hair or body hair. Daniel Radcliffe is not 11 any more.
