Pottermore.com’s Magical Quill Scavenger Hunt has launched the third round of registrations, giving fans worldwide the opportunity to have early access by answering a question from the third book,
Harry Potter and the Prisoner of Azkaban.

Also: make sure your adblock is disabled, or you won't be able to see the quill.
Once registered, you may also insert your Pottermore name into your SnitchSeeker profile, if you would like to, by following
this link and completing the field titled "Pottermore Username".
SnitchSeeker will continuously update with news on Pottermore every day of this week, including when the new clues are released. Wednesday’s question will revolve around the fourth book,
Harry Potter and the Goblet of Fire, so it may be worth refreshing your knowledge of Durmstrang and Beauxbatons (for who knows what the question will be).
Note: If you've answered the clue and been able to register and validate your account, you are done with this stage of the Pottermore experience. You do not need to register again; the next part is to await the Welcome Email for the Pottermore beta site, which will be sent anytime between August 7 to September 30, 2011.

updated, answering some more commonly asked questions and also giving a hint on when tomorrow's Clue will be revealed.

I have seen people offering to register early access accounts for others. Is it safe to give my personal details to someone who is offering this service?
Absolutely not. You should never share personal details online unless you are certain how they will be used and protected. Also, please note that the transfer of Pottermore accounts is expressly prohibited in The Magical Quill promotion Terms & Conditions.
Is there any update on the Yahoo! Mail issue?
This has now been resolved and everyone who registered with a Yahoo! Mail account on Sunday or Monday should now have received their validation email.
