In australia, they were charging 8 dollars to preorder your copy of OOTP, and books are extremely expensive over here, its A$29 for a hardback copy of PS, and A$50 for GOF! I think im going to get mine from target, i got OOTP paperback for $12.

Does this just apply for pre-orders for the UK? Or can anyone from outside UK order from them and also get that discount?

Pre-Orders, unless made through delivery sites like Amazin, most likely don't deliver, they just reserve you a copy. You'd have to check wherever you were buying your book from though.
