The Internet Movie Database has listed British television actress Amelda Brown as cast in Half-Blood Prince, where she will play Mrs. Cole, the matron of the orphanage in which Tom Riddle lived as a child. As her role in the movie is listed as 'rumoured', we will treat it as such until verified.

They did, but that doesn't mean she couldn't have shot her scenes months ago. This is just IMDb finding out that more people were cast as characters in the movie and did their part in it (and that they were made privy of the information just recently).
