In an interview that was conducted in July, which escaped our radar, David Yates talks about the possibility of Rufus Scrimgeour being cut from Half-Blood Prince. He also states that if the character does stay, he'd like Bill Nighy to play him. Quote: You worked with Bill Nighy in “Girl in the Café.” Don’t you think he’d make a great addition to the Potter films?
Oh man, I’m already there. The only problem is, we’re looking at the next adaptation and Rufus Scrimgeour, who takes over the Ministry of Magic from Fudge, we’re not sure if he’s going to be in the finished screenplay yet. We’re struggling with it at the moment, and he’s in one moment and he’s out the next. But if he stays in, I’m going to be on the phone quick as a shot to Bill and say, “Bill, come on, you’ve got to do this, man.”

We’ve already started developing the script, and we’ve started preproduction as well. So I do “H.P. Five” in the mornings and “[Harry Potter and the Half-Blood Prince]” in the afternoons at the moment. The next one’s going to be thrilling. The sixth book ends with a death again, which is very moving—but the actual story itself is very entertaining and fun. It’s very different than the fifth film, much more of a romantic comedy in many ways, which for me—and I think for Dan, Rupert, Emma, for all the young cast—it’s going to be a really cool gear change to make.
The script will have been locked by now, so they will know whether he's in it or not, although minor edits will still be made as shooting commences. We don't know either way yet - not a peep has been heard about any major casting for the sixth film.

I think it would be a great mistake if Scrimgeour wasn't included in the film becuase he's part of Harry's hate for the Ministry and how the Minsitry wishes to use Harry

| Ok, if they take him out they're destroying like, every chance of ever having a 7th movie! Seriously, they've cut out so much as it is, I can only imagine what they'll be doing in the 7th movie with every cut they've made that's important...
But it'll be awesome to have Bill Nighy as Scrimgeour, he was pretty awesome as Davy Jones... but if they use him, they'd have to revamp his look and give him more of a rough and rugged look.
Even if Scrimgeour is in for like, a few moments, it's better than nothing! He's somewhat important. Not essential, but important for the will and showing that the MoM has come to their senses...

Anyway...I'd like to see him in the movie, though of course he isn't that necessary, but I mean...it is also kind of important to know that fudge's kicked out of the ministry and all that...
