The Possibilities are many:
1. The 2 Death Eaters who attack Harry, Ron, and Hermione at the Cafe at Tottenham Court Road.

Travers, a Death Eater who meets Hermione (in her role of Bellatrix Lestrange after drinking the Polyjuice Potion @ Shell's Cottage), Ron (transformed by Hermione with the use of some spells) and now known to Travers as "Dragomir Despard", and Harry and Griphook at Diagon Alley on their way to Gringotts Bank.

3. One of the Carrows, Amycus Carrow - to be exact - a Death Eater who is teaching Dark Arts, a course that substituted Defense Against the Dark Arts that used to be the course given to the students of Hogwarts.

4. And Lastly, if the 2 are not Death Eaters, they could be the 2 Wizards guarding the entrance of Gringotts Bank, known as "Probity Probes".
