Cecil bowed apologetically to Rae then stood up. He folded his hands in front of him and smiled to the students in his usual jovial manner. Then, addressing the entirety of the hall he spoke.

"Thank you headmistress Rae. First of all, I would like to thank the headmistress, the staff, the faculty, and most of all the students. I know this has been a rather trying last few years for many of you, and while none more than myself regrets the past events that have transpired here, we must move forward diligently, purposefully, and with good intent.
"I'm aware that many students mistrust the ministry, which is unfortunate that we've allowed ourselves to become alienated from the very people we are attempting to protect and serve. I'm also well aware of the warm greeting many students and staff here at hogwarts have shown me, which speaks a great deal of yourselves. Thank you everyone.
"Now then, during my stay here, I have seen many of the professors' classes, and many of the students' interactions. I must say that while some of the professors do things in their own, somewhat unorthodox manner, you students appear to be progressing exceptionally well in your magical studies. Furthermore, the staff appear to be in all respects well managed, efficient, and cooperative. That said, while the school is certainly being run differently than it has been in the past, it is being well run.
"Lastly, I know there are a certain amount of concerns about safety here at Hogwarts, so I would like to simply say that it is my opinion that the school is safer than it ever has been, and is in very capable hands. That being said, I can find no reason for any changes to be made to the school. Congratulations Headmistress Rae, professors, and students! Hogwarts will be staying here under the oversight of Headmistress Rae!"
Cecil smiled and pulled out his wand, sending a barrage of blue, green, red, and orange sparks of fireworks over the students.
