Waaaaait. If there were wizards... and the city was underwater... WHAT IF THEY WERE STILL ALIVE?! But hidden, and apparently very well. Coming to think of it, they could use bubble head charms, or create a large bubble around the city... and maybe they used similar charms as Hogwarts has around it, so muggles wouldn't find it... which is why no one actually knows the exact place where Atlantis has been...
