Maybe that person had a kid who went to Hogwarts, and he or she had put them here. Because who else would?
She was removed from her thoughts as Kurumi spoke again. Vashti smiled a little, glad she could clear up the purpose and usefulness of the Statute for the young Gryffindor, but what she said next confused Vashti a little. "Who's taking away whose wands?" she asked, raising an eyebrow. Quote:

And so he did, when Kurumi said it made sense. Of course, he knew she was talking to Vashti, because his explain made little at all. Good thing he could smile.
But then...wands? Oh, where was his wand?! Right, right, right there on his pocket. Good. He wouldn't want to miss it again. "Wands?" all of them? He shrugged and shook his head, "No, they'll probably just--," kill the Muggles? Yeah, he wasn't going to say that, "Actually, Kurumi, you don't need to worry about anything, you've done nothing wrong, really," he said, with another smile.
Oh my Gilderoy! Constant vigilance! So, Headmaster Tate had failed, miserably. "What if someone wanted them to be spotted by us?" okay, perhaps it was slightly extreme, but no, yeah, too extreme, "Or a publicity thing, you know? Perhaps," he was still eying the magazine rather curiously, the rest of the articles seemed harmless enough. "Do you want one?" Hahaha, as if it wasn't enough what he'd said earlier, he was now offering one to Vashti.
Kurumi blinked several times. She had been so lost in her own thoughts that she forgot she was talking to two other people in front of a candy trolley. " Wha?" She said looking around like a baby deer caught in the the headlights of oncoming traffic. " Oh, um, well...my mother takes mine away..." Kurumi paused for a moment trying to figure out how best to word this without making her mother look like some monster. She loved her mother, and her mother had always been there for her, but there was this side to her...this dark and mysterious side that Kurumi never had answers to. " She is non-magical and is so afraid of everything to do with magic that she even has me wear brown colored contacts," she explained pointing to her violet eyes. " I don't even know why they are violet or why mother is so afraid of magic that we can't even have our wands in the house. Father won't say anything. He gets really sad whenever myself or my brothers ask..."
Kurumi looked up with some small hot tears forming in her eyes, but then she caught one of Treyen's smiles and the gleam was enough to make her eyes water. At least now she had a way of covering up her crying, right? Just blame the smiling boy. It was too early in the term to be crying.
