It's complicated.
I grew up in a mostly english city, but didn't learn English until I was 8. This resulted in my French sounding English, and my English sounding slightly French.
My English does sound mostly Canadian, but I often make idiotic pronounciation mistakes. I used to say cuh-tee-gur-ees instead of categories.
When I say my French sounds English, I mean that if I go to Quebec or France, they'll think I'm English because of my accent.
