Doing 2 films doesn't mean they're going to lift the plot from the books, word for word (which is a good thing imo).
I think we've seen this coming for a long time - ever since she & Bill were ommitted from
Half-Blood Prince. I think it will be Lupin/Tonks getting married.

Her place can easily be substituted by Tonks. It's not necessary that it's Fleur. Her purpose can be served by someone else.

Being faithful and literal aren't the same thing. As it stands, the film audience won't have much knowledge of Bill & Fleur as a couple, so it makes sense to leave them out or replace them.

No, they didn't. In fact, when asked, David Heyman said 2 films didn't mean everything would be included. By definition, an adaptation cannot simply duplicate the novel.
