1. The muggles were found in the same greenhouse they had passed out in, but by that point the Mandrakes had stopped crying (the reason they woke up

) so they didn't think anything of it...except that one who saw the Mandrake move.

2. The mandrakes were fairly young, probably no larger than Quaffle

3. They thought that they were simply regular plants that needed to be repotted, so yes they were trying to repot them...the cries of the Mandrakes were so effective that the three Muggles passed out before they got a glimpse of the plants.

By the way...the Muggle does not know it is a Mandrake, but knows that it was definitely a small person-type thing at the bottom of the stalk
