Well it's a lot better than say Hermione giving Harry the gillyweed given the fact that Neville likes Herbology. I see your point because in the book Harry didn't ask him but it's great that Neville gets more screentime. I don't think Harry will be the one to ask, more that Neville happens to be around and maybe mentions it in passing and then gives it to Harry later. This picture isn't at the second task so it's probably when Harry & Ron aren't talking hence why Harry's with Neville. I think it works better this way, Dobby bugs me
