Of course Professor Khanna had stated that multiple charms could be useful against pixies, so perhaps it wasn't necessarily about most effective or least, so much as they needed to cover Arresto momentum as part of the curriculum.
It was definitely useful to have the refresher as well for this charm, since it wasn't necessarily a common spell.
