Phoebe was determined NOT to care too much this term, because caring got people killed, but she also knew what it felt like to feel ignored. To feel helpless and small. So she could care enough to let Ashley Fox scream at her about how the world was unfair. That seemed like something she could do.
Phoebe reached out a foot and propped it next to Nem's, just to show them they couldn't take up all that space without some sort of consequence. It made her so steaming MAD to be gaslit by a creep, treated like Nem hadn't spent last term doing As Much As Possible. Like she was being unreasonable.
"Don't be a jerk, Nemesis. You don't get to sit on my train, traveling to MY castle, and act like I'm the bad guy for being here. Promise me a real conversation about what went down last term, and I'll leave you in peace for the rest of this train ride." But not forever. There was definitely a reckoning to be had.
