Assuming it to be harmless (as graffiti often was), Tomasz held up his wand and cast a silent scourgify charm.

...as did the squirting of water and occasional flinging of coin. Since his wand was drawn, Regina finally pulled out her own. Probably something she should've done already, but y'know...she wasn't great at dueling, and she mainly used magic only when she really needed it. And this seemed like a situation where she might need it.
Especially when he cast a Scourgify and...the symbol was still there. It didn't appear to have been affected at all??
And the creepy fountain suddenly shot several jets of water toward him???
"Protego," she cast quickly in his direction. Was she quick enough to block all or any of it though? Her spell reflexes were probably...not the greatest.
