Conley stopped talking. No, it was quite possible from Nickle’s past behavior that the man would likely not step down willingly. ”No,” he said before anyone else could contradict him.. ”He probably won’t step down. But I think it’s best if we at least attempt to get him to cooperate. It would certainly help in repairing our relationships with other countries and with the ICW.”
