An annoyance? Well what did that have to do with paint? Though paint was messy and some people didn't like getting messy. So technically that could count but Hady didn't think this was what the man was referring to. Peeves was a good answer like some others already said and she very well would've went with that answer but repeating the same thing over and over bugged her. "People that do whatever they like without thinking about the consequences or even caring about what may have happened or did happen due to what they've done?" This was a very vague reply she knew but it was truthful for many situations.
