Well... broadly speaking, he could make it do a lot of things, 'cause of magic and everything, but specifically speaking he could only fling it up in the air with this spell, unless he got it WRONG. But... yeah. Figure of SPEECH, okay? Okay.

Toby took a moment, to sort of stretch and limber up his wand arm (and his other arm 'cause why not) even though that exercise with the desks already had him nice and warmed up. Just PREPPING, okay? Aight. Let's doooo thissssss.

"Alarte Ascendare!" Toby said with great enthusiasm, BRANDISHing his wand at the ball of parchment and envisioning it flying way up up up into the air.

And it DID fly, at least. Or, well, shoot up. Kinda. Except it only reached about his eye level.

BUT IT WORKED.

He just needed to keep practicing, and that would get it up higher. Yep.
