Why? He has plenty reasons about that.

1. He agreed with Juliet's statement. That's inappropriate to kiss someone who just you met.
2. Logically, that rule is so much NONSENSE!
3. He didn't have any special feeling to Juliet.. Because both of them just met. That's so much different when he kissed Zhenya, because he did like her more than just friends.
