Should you be able to drink and eat anything you like in the library?
Anything? No. Depends. Like who's eating and what ARE they eating? You gotta take that into consideration cause some kids can't aim food into their mouth properly and wouldn't be able to even if you charmed their lips into the shape of a funnel. But if they aren't messy eaters and have some manners and such, they should be allowed to eat in the library. But even THEY shouldn't be allowed to eat just anything in the library. Like sticky foods and drinks and stuff that falls apart easily shouldn't be allowed.

You should make a list of approved foods and beverages, I can help! Or you can PROVIDE us with foods and drinks cause sometimes even I get hungry when studying and need something to keep my stomach from rumbling. When it rumbles I can't focus and then I'll lose valuable studying time running all the way down to the great hall for just an apple. Maybe a designated eating area? Or they have to prove capable of magically cleaning up their mess before being allowed food? There are tons of options for you to chose Mr. Librarian Man, I don't think you need my help on decided either not that I MIND or anything.

Is the library supposed to be a center for drama or learning?
Learning, duh! It wouldn't be a library if it didn't focus on learning. What kind of drama would there be in the library anyway? Unless your talking about drama dealing with learning like debates, then that's cool sure. That's not really drama though, just study groups which should not be too loud so not to disturb others.
