Should you be able to drink and eat anything you like in the library?
Practically the answer must be no. But these days everything gets modern and people are getting some sense of responsibility. They know it's bad to damage a book. It wouldn't be so bad to have a light snack or two. Better is that the library can itself have a little snack bar. It wouldn't hurt. Being a magical school it would be easy to clean up and students don't have to go all the way to the Great Hall for food during exam sessions. We could have charms and protective spells to find the damage or even resist damages. Hogwarts has to be different.

Is the library supposed to be a center for drama or learning?
Library is primarily for gaining knowledge on vast subjects. We can change practices in running it, but not the purpose. Art and drama have a separate place. Library is for it's silence and depth.
