Should you be able to drink and eat anything you like in the library?
I'd say yes. Yes because you need energy for studying, and so you need food for energy. You really can't expect a student to sit for hours together in the library on a hungry stomach, can you?
If eating and drinking is done carefully, then it wouldn't harm the books in any way. And anyways, there is always magic to clean up!

Is the library supposed to be a center for drama or learning?
Learning of course. These thousands of books have been kept here for our knowledge and to help us in OWLS and NEWTS.
But a little drama helps..
