Simple, the magic only protected Harry when his life was in danger. Since Quirrel was not trying to kill him, the magic that decimated Quirrel did not activate. Voldemort was a part of him before he came to Diagon Alley, but as the he wasn't trying to kill Harry then, the magic didn't activate.

Maybe back then Harry did not really understand his mother's sacrifice and love but as he grows and sees the Mirror of Erised and all that, he learns about his parents and their love so Quirell can't touch him.

At the time I think the disembodied Voldie was just chilling in Quirrell's room, he didn't do the head thing until Quirrell failed at Stone-grabbing.

Also note it doesn't mention the turban when they're in the Cauldron, but in the start of term feast it says something like "Quirrell was now wearing a ridiculous turban" ?
