This is most likely the case, Bill was filmed outside, most likely they didnt film the inside scenes yet, Bill was filmed outside with Harry,Luna,Ron,Hermione, and Dobby , so her being inside would make sense, which is probaly exactly why we didnt see with Mr. Ollivander and Dean when the outside shell cottage scene pictures came up online.
