In short, no! It's interesting how we have Lord Voldermort as the main antagonist who is definitely evil but merely as a leader with pawns. While reading Order of the Phoenix, Umbridge really struck a nerve, in part to the relatable factor. It's relatable to have a specific teacher in our memories that we despise for many reason. She was a culmination of past teachers that sucked up all the fun from the room, and made learning to be a dreadful task. But to make it worst she coated her antagonist traits with a smile and love for the color pink and kittens, a contrast to her inner core. A true narcissist under the mask.

I used to wonder why she isn't a Death Eater after all that, but it's not just because there are many shades of evil in the world but it goes back to her character. Voldemort was a tragic character with all the chance and promise of being a great leader for good but failed by his ancestry and the system he was first placed into before Hogwarts. All that knowledge. He was polite, intelligent, and conventionally handsome with high ideals and was trusted to be one of the greatest. We could pity him on his lack of choice in upbringing. But only that, he was still evil after all.

Umbridge on the other hand from what we learned only admired her father and cherished his ideals after he cast out her mother and brother for being non-magic. Despite that right after using her father's connection to get into the Ministry chose willing to denounce being related to him because she felt superior him once she worked at a higher level and rank. Attacking others who dared contradict her and brought up the hypocrisy. She couldn't be a Death Eater because she strived to be the leader or rather be the neck of the leader, where they are the face of her ideals. It's sickening to know how many muggleborn witches and wizards lives she had ended with sentencing them to the Dementor's Kiss.

I would say the only good in her is merely for her benefit. She paid off her father to never contact her and despite Filch being a Squib she gave him more respect than others ever did because they both shared a common trait with enjoying students being tortured for punishment. She definitely is a lost cause. It does trace back to her father for the mistreatment of her mother and brother, but even so, growing up in a toxic household doesn't automatically cancel out one from being good as we saw with Harry. She had chosen to remain feeling superior to others.
