In short, no! It's interesting how we have Lord Voldermort as the main antagonist who is definitely evil but merely as a leader with pawns. While reading Order of the Phoenix, Umbridge really struck a nerve, in part to the relatable factor. It's relatable to have a specific teacher in our memories that we despise for many reason. I would say the only good in her is merely for her benefit. She paid off her father to never contact her and despite Filch being a Squib she gave him more respect than others ever did because they both shared a common trait with enjoying students being tortured for punishment.
