I haz a question about the changing characters rule in the FAQ ... because it seems a bit odd to me

In particular that last line; what happens if we don't want to change departments but simply want to JUST change characters? Why do we have to ONLY do that during placement times? It seems rather counter-productive in my mind and a waste of all your time in reading an extra application JUST for a character change.
