I think Dudley had a little bit of Petunia's jealousy for her sister lurking in him for Harry. He sees what Harry can do, and wants that, but knows he can't have it, so he hides it (very well, even from himself) by pretending that he is scared of Harry. And somewhere it begins to make sense, and he truly becomes scared of Harry. (Of course, Hagrid may have had a hand in that--pig's tail, anyone?) But I think he always harbored a kind feeling for Harry. Unfortunately, his parents are so against Harry that he has to keep his own feelings underwraps for fear of displacing them.
And I think that the idea that Harry isn't going with them to wherever they are going has jolted in Dudley the need to express those feelings of gratitude, which have probably intensified since the day Harry saved him from the dementors.

I think Dudley cares for Harry in his own way. I don't think Dudley had a very good example to work from, seeing as his parents have treated Harry horribly. But I think that when Dudley realized that Harry wasn't going to be with him anymore, for whatever reason, he was upset about it. He takes Harry's being there for Dudley to pick on for granted, sort of like the little brother nobody likes to have around, but when it comes down to the nitty gritty, Dudley really doesn't mind Harry.

Vernon hated Harry because he's the one who wanted things to be normal and boring. He's the one who lacked imagination. His characteristics are the ones that are associated with the Dursleys, specially in the first book.
Dudley didn't hate Harry. He had no reason to. However, he thought it was just okay to go on following in his parents' footsteps and bullying Harry just because he could. Dudley was very much a product of his circumstances, and unlike Harry, who in similar circumstances would have stood up for Dudley had roles been reversed, he was just apathetic until Harry did something good for him. |

Dudley was a typical bully while they were growing up. It's not surprising he treated Harry the way he did, with watching Vernon treat Harry like a waste of space. I also think he was a bit jealous of Harry. After he saved Dudley's life, he learned to appreciate him and I hope he realised how wrongly they all treated him.
