Umbridge knew thast she had made a mistake by briefly joining the deatheaters. Now that Moody and probably a number of other people knew, Umbridge decided that she had to work out some sort of plan. This plan would not not only get the person responsible for Fudges death, but also make sure that nobody would hopefully say anything about her being a deatheater.
Professor Sprout was not at Dumbledore's office like the other teachers, but at the greenhouses. She did not yet know about the things that had happened.
