Anything's possible. I do remember reading the beginning of OotP and being like, 'hey there's a locket!' after HBP came out, and that ended up having relevance...but I'm sure if it was of total relevance JK would've written it into a book or something by now.

Bill could be undercover in the Ministry - Dumbledore always had set-ups like that going without too many people noticing - but then again it could be someone else. There's always the possibility it was Bill, though. With the circumstances, I wouldn't be surprised if it was him.

Your looking outside of the box too much. Just because he said Williamson doesnt mean it was bill. If this was true, then that would make jk a really confusing author. And it would mean that she is trying too hard and putting too much detail into her work. It would all get too complicated.

Yes I also think that you're going too far in to this book and trying to pick out pieces of text and you're trying too hard to find flaws and guess something that has nothing to do with it. I mean, if this was true then Jk would have spoken more about it. If she wanted this piece of information to be recognised by the readers then she would have said something. I mean, if there was somebody in the ministry named Ronaldo Wisteria then you wouldn't immediately think that it was ron in disguise would you? (sorry if any of that sounds offensive)
