Portkey Officials manage the use and maintenance of objects magically endowed with the ability to transport wizards who touch them, known as Portkeys. They also monitor for the creation of illegal portkeys not licensed through the Portkey Office.

Employees within this division are responsible for figuring out things such as: What objects are appropriate given the culture of the geographical location? Who wants one? Do they need it? What will they use it for? ... or other problems that may occur will require investigations as to who made it and/or was it licensed?

This Division will be overseen by Dawlish!

He entered the Portkey Office with a smile on his face. He decided he should sort out his paperwork that was on his desk while he waited.

Stuart entred the office for the first time and looked around at his new place of work. He saw someone else in the office and went over to say hi.
"Hi there"

He turned to the other man and smiled "Hello! Nice to meet you! I'm Blaze Phoenix, Head of Portkey Office." he offered his hand

He shook the other mans hand. "I'm Stuart. Stuart McDiarmid. Nice to meet you to."

He smiled "So are you well?"

"I'm good thanks. You? So what is it that you would like me to do then?" he asked still looking round the office

"Im not too bad thank you. We need to regulate the use of Portkeys and ensure that there is no illegal creation of Portkeys." He smiled "However there is more to it than that. Illegal Portkeys can be quite hard to locate." He smiled again "Hopefully there shant be too much of the Illegal Portkeys however. The main job is to decide who needs Portkeys."

"Ok. What kind of things can stop someone from getting a portkey?" he said with a smile.

"Well if they are going to use it to secretly get into the Ministry or use it to help break someone out of Azkaban they arent going to be allowed to have a Portkey. Also if they are unable to give a reason for wanting it then they wont get one either." He smiled again

"Ok got it" he said. He was rareing for work.

"Ok. I'm ready to get to work then" He walks over and sits down at a desk and looks through some files.

"Good!" He smiled, glad of his eagerness to work.

He entered the office for the new day of work. he went dwon and sat at his desk looking at the new files that were there.

He smiled at his colleague and drank some of his coffee. Still not sweet enough but he really couldnt be bothered to add another spoonful of sugar. After all he had already added ten!

"Hi. How have you been? There have been rumours of illegal portkeys." He said pinning a page from a file onto a board on the wall.

He smiled "There are always rumours unfortunately. Its finding out which ones are true that can be tricky." He smiled again

"Well if we make a new system then we will be able to find the illegal portkeys." he said sitting back down at his desk and looking at a knew file.

"Well first of all we need to make sure all the legal Portkeys are tracked in some way so that we know it isnt just legal Portkeys being stolen" He took another sip of his coffee

"Well I had an idea of a spell. When someone comes in to apply for a portkey then they have a spell cast over them and the object that the portkey will become. That way if someone does use a portkey that isn't theirs then it won't work." he said. He pulled some parchment from a draw and noted down the idea.

He nodded "But the only problem with that is if someone is collecting a Portkey for someone else." He put his coffee down and looked out of the window for a few seconds before turning back. "And I was thinking about the illegal creation of Portkeys thing. If there is absolutely no other way of getting out of somewhere or it's an emergency I think illegal use of a Portkey shouldnt be punished."

"Yes there is a problem with someone picking up a portkey for someone else. We could say that you have to come and get the portkey and no else is allowed to. It has to be the person or persons that are going to use it." he said still noting down some ideas. "Also I agree with you about them not being punished. The problem is that they all could say that it was an emergency. So i think we should be allowed to use veritaserum in a case like that."

"Yes but there are circumstances where, for instance, the person that will be using the Portkey may have some sort of illness and be in St Mungos. In that case there would be no option but to allow someone else to collect it." He smiled at his colleague's enthusiasm "I think there should be a limit as to what an emergency is as well. I mean "I was being chased by a snail" is hardly an emergency. Veritaserum should definately be allowed I think but it would probably be left to the courts to decide whether it is classed as an emergency or not"

He turned to the man standing in the office and replied "Very well, Sir. We will need your name first of all."
