Welcome to Level 2, Department of Magical Law Enforcement
On level 2 you will find what is arguably the most renowned department of the British Ministry, the Department of Magical Law Enforcement. The now defunct Department of Magical Education once shared this level, but now MLE has spread out and taken over. Magical Law Enforcement has always been one of the more popular career paths in the Wizarding World, many believe it to be quite glamorous and exciting, with much danger and plenty of heroics. While that's mostly true, level 2 itself is much like any other level in the Ministry of Magic. The various offices that make up the Department of Magical Law Enforcement come to work here every day, and the Wizarding public are more than welcome to report to reception if they have business with us, provided they've come through the security checkpoint in the atrium.
In the British Ministry, the offices which come under the jurisdiction of Magical Law Enforcement are:
- The Office of Counterfeit Magic and Equipment Control
- The Misuse of Muggle Artefacts Office
- The Improper Use of Magic Office
- Magical Law Enforcement Squad
- Auror HQ
- Ministry Security
- Wizengamot
Take a look around, and if you get lost, take a peek at the handy map that is tacked on the wall in the foyer outside the lifts. Just click on the title of the thread to be taken there.
The lifts on this level are always busy with activity. Mainly because it is the largest department in the entire ministry, but also because of the members of the public who visit for legal reasons. The lifts don't go vertically but diagonally, horizontally and even multi-dimensionally!
The Direct Floos are not for public access and each has a different password. Only MLE employees and those accompanied by someone who works in the departmetn are able to use these floos. They serve as a link to the other areas in which MLE employees spend their time, such as the Security Office in the Atrium on level 8 and near the courtrooms on level 10.
Is there a problem? Did you witness a crime? Or maybe you have something to report? Come on up to the Reception desk here in Law Enforcement and someone will help you as soon as they can. There's an instant coffee machine shoved off in one corner with a few chairs. Fill out a form that is next to the coffee machine and send it by paper airplane to the division you are seeking to speak with someone from, or to the individual you are wishing to speak to.
The conference room is large, and magically adjustable so that it can expand to fit the entire department if necessary. This is where meetings will be held, demonstrations, parties, gatherings, trainings, and other such needs will be found within the department when a large meeting space is needed. All divisions are permitted to use the conference room but the times must be booked, so there is no interference with other departments.
The two interrogation rooms, each with an unbreakable mirror and a heavy door on one wall. Behind the mirror of course a MLE employee could stand and see into the room itself. These mirrors are charmable and not always activated. Sometimes they simply appear to be mirrors on both sides. Any investigation carried out within these rooms will be recorded in pensieve form for later reviewing. There is no escaping these rooms but likewise, if you're within one, you'll be perfectly safe from anyone seeking to cause you harm.
The three holding cells with an unbreakable mirror and a heavy door on one wall and nothing else to speak of aside from a table a chair and a makeshift bed which is secured to the wall. One has a light that stretches from the ceiling and swings gently this way and that, casting a yellow glow that is constantly and lazily in motion around the white painted room, while rooms Two and Three have fixed lights, that provide a horrible artificial tint of color. There is no escaping these rooms but likewise, if you're within one, you'll be perfectly safe from anyone seeking to cause you harm.
Near the department head's office is a small room filled with a kitchenette one one side of the room with a few tables and on the other side of the room some couches and comfortable looking chairs. The kitchenette is fully furnished with a K-cup coffee or tea maker, an electric kettle, microwave, and full size refrigerator. Make sure when using the refrigerator you put your name on your items so no one mistakes them for their own!
On the opposite end of the department is an even larger work area with wide open spaces and lots of what looks like natural light. The windows have a beautiful view that changes from time to time, as it is charmed to look the way it is. There are the divisions in separate areas but not too far of a distance from one another. A table or two with a few chairs around them also is throughout this end of the department. Each of the division's heads have an office with a door that they can close so they can be uninterrupted. Every member of the MMAO, CMEC, and IUMO have their own permanent desks. However the Wizengamot are based here but spend much of their time down in the courtrooms. However, they each have their own secure locker and you may on occasion find one or two of them working at a spare desk or going through a stack of court files and case histories.
On one end of the department you can find the work areas for MLES, Aurors and Security employees. Most don't spend too much time at their desks as they are likely out on assignment and even patrol duty. Each of the division's heads have an office with a door that they can close so they can be uninterrupted. If you do not see who it is you are looking for, seek assistance from the reception desk. During major investigations the area is flooded with employees and perhaps even witnesses who have been brought in to wait. On one wall there are many pictures and documents pinned to it with those of current in the process investigations. Another wall and above many of the desks are moving posters of the most wanted criminals of the Wizarding World. When they are caught they are magically marked with a large red X.
The Forensics lab might look old and outdated but it has the cutting edge magical equipment. All the workstations and chairs are charmed to be impervius to any type of contamination. They are also charmed to be unbreakable but not completely indestructible. There are areas set aside for potion related work, magical crime scene forensics, Muggle artifact adjustments, counterfeit magic identification and even restoration. There is practically anything that a lab tech or an Auror could possibly need.
The Evidence and Pensieve rooms are only accessible by a locked door that opens to the entrances to the two rooms. Only employees of the Department of Magical Law Enforcement may have access to these rooms. However, even those employees, must have permission and be granted entrance to make use of these facilities.
The training room is a converted area, made up of what was once the Education Department. To access the training arena you need to have the password, which changes regularly. To access the training arena, you need to go through a certain closet, where you'll be trapped if you happen to get the password wrong, or attempt to enter without clearance.
Unlike the training the room, the room next to it is an exercise room. It has anything you could possibly need for a good workout. There are a number of stationary bikes, treadmills, ellipticals and even weight lifting benches with different sets of weights beside them. A punching bag is hanging in one corner, and mats are laid out throughout the room. Don't get dehydrated! There's a watercooler that puts out nice cool water anytime you need it with cups beside it. There's also a shelf full of towels beside that and a bin for you to dispose of the towels.
Level 2 contains a big department, and for that reason, the storage closet in the foyer has been appropriated by Ministry Maintenance to be used as a Janitor's closet/storage unit. While the door is usually locked, the contents are not very exciting, there are shelves stacked with cleaning products, and things like nails, glue and gaffer tape, and various tools like hammers and screwdrivers. There's also extra toilet paper in here, as well as hand soap to restock the bathroom. A mop and bucket, several brooms and what appears to be a floor polisher take up most of one corner. Its standing room only folks, and if you're in here without good reason and you get caught? Probably you'll end up having to USE all these nifty cleaning accouterments and have a go at making the bathroom shiny

Known Statutes
Text Cut: International Statute of Secrecy
Created in 1692
States: Each individual Ministry of Magic is responsible for hiding the presence of the magical community in their own country. The Statute also establishes laws regarding modes of dress, requiring them to adopt Muggle standards of clothing in the presence of Muggles.
Paragraph A: Each Ministry is held responsible for the control of magical beasts, curbing public displays of underage magic, and ensuring that magical games and sports are played without risk of discovery. Section 1: Sanctioning a Muggle
This statute allows for certain Muggles to be aware of the wizarding world
Clause 1: Immediate family members (or guardians) of a witch or wizard, whether that wizard was born to Muggles, or married into a Muggle family. Clause 2: Muggle heads of state, such as the President or Prime Minister Clause 3: None of these situations guarantee that a Muggle will be sanctioned. The Muggle Liaison Office is the body primarily responsible for vetting Muggles for sanctioned status.
Section 2: Vetting a Muggle
When a Muggle Liaison is assigned to vet a Muggle, they begin a thorough investigation into that Muggle's life. It primarily includes background checks and discreet observation. The ministry will approve an investigation into the records of Muggle authorities (typically handled via Squibs working in Muggle institutions). Usually this takes about a month, but can vary depending upon the availability of the Liaison, the Muggle, and access to research information. If all goes well, the liaison will approach the Muggle and inform him of the wizarding community. The Obliviators are always informed when this meeting is to happen, so that if it goes badly, they can step in and wipe the memories.
Reasons a Sanction may not be approved:
Criminal history/behaviour (particularly for more severe crimes)
Dependency on drugs or alcohol
Ties to Muggle government
Hostile personality
A tendency to gossip
An inability to lie
Section 3: Injured Muggles
If a Muggle is injured in some way by magical means, they may be placed in St. Mungo's under a Healer's care until the healer feels they are ready to be discharged. When they are discharged, their memories must be erased.
