The warning was delivered to No11 using 500 postcards on the eve of Mr Brown's crucial Pre-Budget Report to Parliament.

Hundreds of supporters of the National Council for One Parent Families called for an increase in the Child Tax Credit.
JK Rowling, once a single mum living on benefits, has thrown her weight behind the campaign to slash child poverty. The charity wants an extra Ģ5 per child, per week to be added to the average Ģ49.61 child tax credit.
The Government has pledged to cut the number of kids living in poverty by half by 2010.
The UK may soon move out of the European poverty league because of "real progress" by the Government since 1997, said experts.
A report by the Joseph Rowntree Foundation yesterday found the number living below the official poverty line in 2001-02 was 12.5million - a million fewer than the mid-1990s.
But it revealed family homelessness had got worse and that many people are still struggling because they are in low-paid or insecure jobs.
The poorest were also the most likely to have bad health.
