Just like its Goblet of Fire predecessor, Harry Potter and the Order of the Phoenix has been rated M by the Australian Office of Film and Literature Classification due to its "moderate fantasy themes and violence."
According to the film’s distributor: Quote:
The classification of the film as an M is fair, given the content of the film.
Order of the Phoenix is rated PG-13 in the U.S. for sequences of fantasy violence and frightening images and 12A in the U.K. for moderate fantasy violence and horror.

The rating is fair and I would not tell a six year old watch the first Harry Potter because the series does get dark!
To get the most out of Harry series you need to be at least over 10 to understand the themes and plot in the third book so 12A is a good rating for OOP film!

So this means they recommend, but that under 15 years old might be mature enough, assuming the last ratings are the strictest ones?
