I think the portkey was enchanted for an open time. So there wasn't a specific time constraint set upon it, but just for the first person to put his or her hands on it to be transported to the graveyard.

I think there are two types of portkeys. One of them is activated at the right time, the other is activated by touch. The one Cedric and Harry touched, was probably the one that gets activated by touch. | |

Yeah, the triwizard portkey had to of been a touch activated one. There is no way Barty could have known the exact time he would of touched it.

It is not an official Portkey so I think different rules apply since it is probably the ministry who put the time limit on it to stop muggles picking it up and instead of going home appear at say the ministry. Another reason is that using Moody's eye Barty jr could see through the maze so he could have seen Harry reaching for the Cup and quickly bewitched the cup while Cedric and Harry were arguing.

The Triwizard Cup was confunded by a very powerful caster to able to 'confund' it.
How did Barty Jr. knew that Potter will be the one to touch the Cup? Still remember what happened to Fleur, Krum & what would happen to Diggory if Potter didn't save him? Fleur was stunned & Krum was Imperiused to use Cruciatus Curse on Diggory. The 3 of them were set to loose by Barty-Moody so Potter will be the only one survived.

I agree with some/most of the above, that the portkeys can be charmed so that when Harry touches it it will transport him from the maze to the graveyard..maybe Moody made a flaw somewhere and just made it so that Harry could go between the graveyard and the maze when he touched it.
Then again, the time he touched it to get back to the maze, it took him to the centre, where he SHOULD/would have ended up if Moody hadn't jinxed it..so maybe the jinx that Moody put on it wore off, and then it went back to it's original form, therefore taking Harry and Cedric back to the centre of the maze, and seen as the maze could last a long time, that charm didn't wear off.
