Well, if I understand you correctly there are two things. First of all, if there are two people who are working on trying to get a new fan club started, you can either work together to gather the names and such or not. When the request thread is opened and you are working together, state it in the thread that you both gathered all the information so that you both get credit for the fan club.

1.You join from your User CP there is an option in the left hand sidebar in your control panel called group membership
2. That has been asked a few times already, if you have a look at the past pages you will find your answer
