Inherently it is impossible for muggle borns to be squibs. And we know Lily was muggle born so Petunia had to be do.
EDIT: Oh, and also, JKR said that Petunia wasn't a Squib in some interview i can't remember which.

Lily was muggle-born so Petunia cant be a squib.
A squib is someone who came from magical parentage but does not have magical powers themselves, and it is clearly stated in the books that their parents are muggles. | |
