I'm pretty sure it has something to do with Dumbledore's note he left with Harry the night he dropped him off on the doorstep of number 4 Privet Drive. Remember, we see Petunia's face go white when she hears the Howler Dumbledore sends her. So that's probably where they take Harry in and keep him.

Because dumbledore forced them too. They might have kept him anyways, it doesnt seem that way. The way that they treated him doesn't suggest that they actually want to be in any way related to them or have him anywhere near them. I think it was horrible, because really, Harry was just a baby when they got him, and he obviously didn't get the love, attention or respect that he deserved.
Also, I think the Dursleys would much rather deal with a young wizard who has no idea what he's doing and his powers are relatively harmless than Dumbledore, who is one of the most powerful wizards if not THE most powerful wizard.
