Maybe, I'm not convinced though. And her parents weren't magical, other wise Lily, wouldn't have been a muggle-born and Harry would've been pure blood. But I do think Petunia was jelous of Lily

Muggleborn = A child born of muggle parentage with no identifiable magical lineage, who then goes on to have magical ability.
Squib = A child born of magical parentage who goes on to have no magical ability
Muggle = A child born of muggle parentage with no identifiable magical lineage, who goes on to have no magical ability.

Lily is a muggleborn, Petunia was a muggle and Filch was a squib.

I do see how you could come to the conclusion that Petunia was a squib, but it's not so. Her parentage was correct for that, if Lily was muggleborn. (:

In HP7, The Prince's Tale, the Evans are described as "looking around the platform with an air of wholehearted enjoyment, drinking in the scene". If either had been magical, Platform 9 3/4 would had been old hat to them having been there at least 7 times as Hogwarts students.

Petunia was just jealous of her sister in any and every way. Though it was not possible for her to be a squib their parents being muggles and all, there was a fierce jealousy in place long before Petunia knew her sister was "special". Their parents I'm sure were proud of them both, but Petunia saw her sister given special treatment and probably thought her parents favored her sister.
