I think Lucius has killed before, yes. Remember, he was a Death Eater from the very beginning, when Voldemort first took reign. And Death Eaters killed a lot of people back then. I also think Lucius was a staunch supporter of Voldemort, at first. Until he realized, after Voldy was defeated (the first time) by Harry, that the man was just on his way to the loony bin. So I think he sought to keep Draco away from everything he was exposed to, in order to make sure his son didn't repeat his mistakes.

I think that Lucious has killed someone. Just look at how he was willing to kill and torture Harry and his friends on a few different occasions. If he has no problem doing that to kids then I'm sure he'd have no issue killing an adult that opposed him and the other death eaters.

I don't think he has killed "a lot" of people like some other Death Eaters, but it feels quite likely that he's killed a few people.

My guess is yes he has killed a few people. Probably only when he first became a deatheater.
And if he recently killed anyone it was probably because he killed in fear of Voldy.

I don't think Lucius would kill if he had the choice, like others have said he is too cowardly. Though I do think that if Voldemort told him he must, in other words, he had no choice, then I think he would.

When Voldemort returned in Goblet of Fire, didn't he ask Lucius if he was ready to take up the lead spot in muggle torture once again? I think that makes it clear that he has murdered in the past, if his previous job was torturing muggles for sport.

I believe that Lucius has killed at some stage, in the early years definatley, though I can't imagine he made a habit of it. I think if he ever did kill, it was to secure his ranks alongside Voldemort, or in fear of Voldemort. His character doesn't strike me as being intentionally malicious.

I don't call it cowardly to not be able to kill. It is a sign of goodness and that you are not all bad if you do not want to kill.
