Lucius slipped her the diary and Tom just used her because she had the diary. He would have done it to anybody else if they were the one that had the diary. She was also an easy target because she was young and vulnerable.
Exactly what I was thinking! It was Lucius who put the diary in Ginny's cauldron. Tom had no other choice but to choose her, as she didn't abandon the diary. Plus, Tom who have learnt from Ginny that Harry and Ron(her brother) where close friends, which would give him a closer target. And also the fact that Ginny had some sort of crush on Harry.
