1. She wasn't the heir of Slytherin. Tom was the heir, he used Ginny. He possessed her. That doesn't make her the heir. When Tom possess her, she would seem to be the heir.
2. Ginny did obtain the power to open the Chamber of Secrets. When Tom possessed her, she was the one who opened the Chamber and when inside it. But when Tom doesn't possess her, she can't.
3. Ginny is a fresher, that makes her a good choice. Lucius already knows that Hermione is one of the smartest girl for Draco had been talking about it the whole summer, possibly. So he wouldn't risk giving it to her.
4. Yes, one should order it to 'open' in Parseltongue. But I guess what you're asking is that can anyone do that? Well certainly not. Parseltongue is a very rare thing. Salazar Slytherin's family would be the only one's with Parseltongue(I guess so).
5. I guess he said that just as an expression and to emphasize it. Obviously it won't lie there forever, it would be spoiled. And it may have also been said to mention that no one can take her out from there.
6. Yes. She sort-of trusted him. It's Ginny, a 11-year old. New to Hogwarts, not used to be girly, grown up with boys. She didn't have anyone to share her thoughts with. When the diary presented itself, she was only too eager to tell it everything.
7. That is the whole theory of Horcrux. Tom is just a fragment of Voldemort's soul, his memory. Like in the other horcruxes, there weren't anyone coming out. This one was designed so. Probably it was the first one from Voldemort.
8. It purpose was to purge the school of all Muggle-born students and get rid of them.
