I don't think the book does say that. The book says the boat will only carry one wizard. When Dumbledore and Harry go across Dumbledore says that Harry, being underage, will not count. And Dobby obviously didn't count because he's a house-elf.
Also, when Voldemort went back the locket was gone and the basin was therefore empty of potion (I'm supposing).
