I think Dumbledore is just acknowledging there how everything has been forced onto Harry's shoulders, in that there's little choice. He knows, whatever happens, Harry isn't the sort of person to walk away from the heavy responsibility that he's been given. But at the same time he realises just how much that could weigh on him.
