I think what he tried to say was that they were in a very difficult position since they were stuck in the middle. And what he said was that they were trying to answer to more than one person and couldn't afford to ignore some parts of the argument

On another note, I think I would agree with JK in that caging humans would not be appropriate.. I guess the question now is, what does the other side say?

is it because they will harm other patients? run away? hurt the staff?

i dont think i've heard anything about this.. so i'm curious what both sides say (well, what the details argued are)
