It's not more emotional for Harry than it is for her. Harry is haunted by the memory of his death, and has guilty feelings about it - but he didn't love Cedric like Cho did. If you witnessed an acquaintance die at school, no doubt you would be scarred - but that persons' friends and family would be much worse off in the end. They lost someone they cared about, and that is how Cho is feeling.
Also, Cho brought up the topic on the first date because she didn't realize Harry didn't have feelings for Hermione. I don't know about you, but there have been times when I've dragged old boyfriends into the conversation to make my current boyfriend feel guilty for talking about an ex of his. It's almost natural instinct. Plus, the emotions she was feeilng for Cedric are probably still very close to the surface for her, and she couldn't help bringing it up. People say it helps to talk about people you love who have died, and I think that's what Cho was trying to do. I don't think it was her intention to use Harry.
