Yes but for a wizard robes are normal clothes. They don't dress in the things that we would consider normal. Why do you think there was such a big fuss at the quidditch world cup. It was because almost none of the wizards could convincingly dress like muggles. They don't have muggle clothes. Some who are muggle born obviously would have muggle clothing. But i think that for the most part wizards don't know how to dress like muggles. I think that the movies should stick to uniforms and robes.
I agree-in general ,wizards wear Muggle clothes around Muggles, but around wizrds, they wear wizard clothers. Even the half-bloods and Muggle-borns integrate their lives and communities. When in the Wizarding World, do as the Wizards do, because they can. They are wizards. As for in school, uniforms-even in Potions and subjects like that robes, as outer wear, would serve as protection. So I wish they'd worn them more often. I also understand why long hair would be tied back in situations like these. That is okay.
