I'm rather of two sides on this. For instance, Japan sees fansubs and such as a good thing. The translation means that the manga or anime is popular in America, and the license is likely to be bought. Many people will buy the official translation when it's licensed in America. Not to mention, I know what it's like when you really want to read or play something that isn't in your language. On the other hand, China has enough problems with illegal works and copyright infringement, so I know it's not likely as being in America and whatnot that the official book will be bought if they can obtain it a cheaper way.
