Lightbulb A hidden Weasley in OotP?

Could Bill Weasley have possibly been going undercover for the Order in OotP?

In the chapter The Only One He Ever Feared, after Dumbledore dueled with Voldemort and the whole Ministry came out, a scarlet-robed man with a ponytail said, "I saw him, Mr. Fudge, I swear, it was You-Know-Who, he grabbed a woman and Disapparated!"

"I know, Williamson, I know, I saw him too!" gibbered Fudge.

Williamson...William...Bill...

It might be a bit far-fetched, but think about it. Bill could have disguised himself simply by magiacally changing his hair or his facial features so that he didn't look like a Weasley. Harry would not have recognized him, perhaps because of his disorientation or even the lighting. (Dumbledore, of course, would have known all about Bill going undercover.) It might have been Bill who persuaded Fudge and the Ministry to arrive at the MoM at exactly the right moment.
