That's true. I mean, that's what happened in GoF. They cut out the parts that didn't really involve Harry, hence the cutting of Dobby/Winky, SPEW, and Mrs Weasley and Bill... They mention Charlie, but didn't show him. I think they would need to have Charlie, Bill, and Mrs Weasley for OotP, because they need to show all the Members of the Order. And if Bill is included, there's a big chance Fleur will make a comeback in movie 6. *crosses fingers*

oh, and about Dan being twice as big as Robert... REALLY?? i did NOT notice that. 2nd task, when they were all about to dive, Dan looked really scrawny next to the other guys. he was the skinniest one, and he just looked so small... i didn't think he was bigger than Robert...
